Physical traits: Looks like your average Mexican teenaged boy. When he gets really emotional, he tends to have blue sparks come out of his mouth, and when he's using his powers his eyes and mouth will usually glow blue.

Abilities: Being a cyborg, Victor comes with several upgrades. He's got enhanced durability/strength/agility fighting abilities blah. He mostly uses electromagnetic manipulation in a fight though, and will disassemble guns and other metal weapons or shoot things with electricity. He's also got a literal photographic memory because fuck yeah hard drives or something, and he's full o' nanites so he can heal himself from damage. Aaand he can interface directly with electronics through cables connected to his body or just hacking into them.

Notes for the Psychics/Magically or Spiritually sensitive: Since Victor is a cyborg, I don't think too much would come from peeking into his head but a lot of binary and static. He's been uh how do I say it mentally hacked/used as a spy before so he's set up some really strong internal firewalls to prevent that. So yes.
